One reason for lower insurance costs may be that home values tend to be lower than in many other states, often by a lot. For example, the median sales price for West Virginia homes in Mercer County came in at $130,230 in the last quarter of 2025, compared to $356,310 just over the border in Virginia’s Montgomery County.  As a result, rebuilding costs tend to be lower as well.

The average home size in West Virginia, 1,752 square feet, is also smaller than the national average. Homes are older than the national average at 48 years. 

West Virginia homeowners have seen smaller insurance rate increases compared to many other states in recent years.
